I have had under consideration the arrange-
ments proposed by the Lords Commissioners of the Admiralty in
the letter from the Admiralty copy of which was enclosed in
your despatch No. 40 of the 10th. ultimo, and I regret to state
that there are in my opinion strong objections to these arrange
-ments."

I attach copy of a memorandum (with plan)
the Director of Public Works on the subject, and I concur in
his opinion that it is extremely undesirable that access to the
sea from the important Murray Road should be blocked by
Admiralty property, or that the boundary of the Admiralty property in Victoria should be extended any further Westwards
than its existing line..
The Colonial Government has already made a
large sacrifice in permitting the extension of this particular Admiralty property over a wide area of the bed of the harbour for which the Colondal Government has received no compensation,
and in view of the limited area of the harbour for the enormous
demands of this growing port, I consider it extremely un-
desirable to relinquish any further space off the City front-
age.i
